The BX-9 Citadel is Voran’s largest orbital installation — a self-sustaining command fortress built to control entire sectors. Its layered defense rings, production bays, and fleet docks make it both fortress and factory. Once the Citadel is raised or anchored, nearby systems read it as a declaration that Voran control is no longer negotiable.
